The Merchant notifies the buyer:
"Our Organization protects you from Identity Theft Fraud Loss."
"Go to WebPicID.com and authorize the sale before we ship the goods."

The goods will not be shipped until WebPicID notifies the Merchant that you have Authorized the sale.
There are only 4 responses to a Notification:
Authorize , Decline, Fraud, and Ignore. Ignore is the default response.

The Merchant has the money and goods there is no fraud loss to either party.
